Has anyone actually gotten a decent Wave Sweeper?

  No they don't stack. If you have two of the same restored artifacts, it just takes the one with the highest grade and simply ignores the rest. Most of the artifacts are pretty much useless though so there's no real point in wasting your time getting them unless you want to get out a little extra fire power for your demi skills, and even then the change in damage is almost negligable (unless your lucky enough to get a high grade artifact which it is extremely difficult to do with the current set up). Maybe I'm simply being pessimistic about this since I hate anything which is pretty much left up to chance, but that could just be my suppressed anger with fossil restoration peaking through (that and pretty much anything else which relies on absolute luck).

  I was able to restore a few wave sweepers. Unfortunately I only got rank C. The +2% is barely noticeable, but it's there, especially during long dungeon runs. I still want to get at least rank B+ which is still harder to obtain.

  No, but when you use demigod, there's the increase speed too. Two human demigods running side by side, the one with wave sweeper prevailed.

  Yes Wave Sweeper's effect doesn't requires demi-god to be able to run more faster. I have rank C (2% speed movement) and test it out in a race with my elf friend and I was going slightly faster than the elf.

  When you cap Awakening of Light, a few of these Treasures become a whole lot more useful.
  
  Uaithne - Increases Awakening of Light's duration
  Red Javelin - Raises Strength during Awakening of Light
  Yellow Javelin - Raises Dexterity during Awakening of Light
  
  And of course, Magic Wand, Magic Breastplate, and Golden Apple will have their uses once their respective skills are capped too. All of them are inherently useful, except the Brionac ones.
  
  Wave Sweeper gives the most bang for your buck though.

  That would be true IF you could guarentee that you can get a rank A/S relic. Maybe you can get by with a rank B relic, but if you end up getting rank C relics (which is what you'll be getting most of the time when your not failing) then you might as well just toss it because it's garbage and has little affect on your skills, even if you do cap them. I'm not 100% sure what the stats are like, but considering how no one in my 200+ member guild has even got a rank B+ relic, the chances of obtaining one are probably not that high and therefore not worth the effort.

  even rank C yellow/red jav gives +20 dex/str. that's still an extra 8 max.

  Maybe, but that's only when your using demi and if you really needed more strength, wouldn't you just use the normal trans which gives you a lot more than that? I guess if you need a little extra strength, it could help but I wouldn't really depend on using my swords during if I needed to kill a high HP/Def/Prot enemy when my other skills can to a lot more damage.

  You could use trans and demigod for even more dex/str :D
  
  At rank S, it's still 300 extra critical smash/magnum damage.
