Apparently her previous boyfriend is being naughty and 'hacked' into her account. He changes her pw's now and then and he once confessed to her that he 'hired' professionals to do the job. They broke up but he still reads her e-mails.
1) I believe my mom is stupid for not creating another e-mail address.
2) She says if she does, he will hack into her account again so better keep using her old account.
3) I believe that is bs and there is no actual way to hack into someone's account unless they are stupid enough to type in their pw's in a phishing site and/or are victims of keyloggers and packet sniffing.
4) I think she was fooled and the only thing these 'professionals' could have done is create a phishing site for her, nothing more.
5) I believe the main reason she doesn't switch is because she is lazy and doesn't want to export her contact list and old e-mails (which is really easy with gmail).
Is there a way to actually hack into someone's account that I don't know about? I think she is just gullible and fell for stupid tricks.

I think you got most of the possibilities.
Why not change the email's password, and any other email associated with that email? It shouldn't be too hard.

@Lan I think that's because a hacker got into Google's data base a while ago, but that is very difficult to do.
@Narc Yeah I will make sure of that. It pisses me off that she won't do a thing and just complain.

Have you recently changed your IP? Like resetting your router? I had Internet issues a while ago and I had to reset in router giving me a new IP and I couldn't do much on my Vindi account cause they thought I was hacking it :).

That's an IP from China, different from the dynamic IP you have, which changes every time you restart your router. If he lives in China, then maybe.

I'm pretty sure, since they lived together, that he or someone else just installed a keylogger or something similar onto her computer.
You should really help her out by switching to a new email.

Are you sure he doesn't know her security questions? I'm able to guess the security questions of people I've met online, simply because I've talked to them so much. I'm pretty sure by living with her, he knows a lot about her, and can therefore "confirm" that he's her, and change her password. It doesn't take a professional to do that.

Change e-mail password and the security question.
Also scan for keyloggers...
Worst case scenario, take legal action. Because it's illegal what he's doing, hacking or not.
