and how often do I run Peacca?
VERY VERY RARELY.
Although, Yes, it is easier for peacca ghosts. They can be fought one on one w/o wm though, as I've done that before.
But yes, you are correct in that kind of situation. There are situations that do call for Windmill, especially if you are fighting zombies. I tend to avoid those type of situations as staying in deadly is not my thing.

If it's really cheap (which I'm assuming it is if the seller's price is relatively right)...

Agreed. All to often in party situations where the content is actually difficult, having people fall back on WM usually yields the best results. Anything to make what is the most basic skill of the game easier just helps the game as a whole. Maybe it would be easier to party with random newbies if they were more likely to have this skill ranked higher.

Ah yes, Cost is always a factor. If it increases it by one rank, I would expect something like 10k nx which would bring it's cost to roughly 1mil would it not?
15mil for rF->r1 Windmill?
I think that sounds fair considering how much effort you just saved yourself.

We got rank 1 windmill the hard way, but I am not too opposed to sparing the newer ones the hell, granted they have the money to buy it off shops or have the NX to do so.

I second this. I'm all for this item as well. It doesn't affect me, and it helps those who haven't ranked it.

I don't think it works like that. It only does the "training" portion of it. You still need to get the AP for yourself.

The only problem with these type of things is that the next you know, there'll a Blacksmith or Enchant potion...
Sure, the failure pot's main use is to refine, but it only lowers 20% off a success modifier, you still have to work to rank the skill... it doesn't give you perfect training just by taking it.
Besides, even elf windmill only takes ~4 days with CP gear... the Warrior class in g13 will effectively cut Windmill training in half, so the only real purpose to this potion I guess would be to cut some slack on a new player who has been bullied into ranking Windmill before being able to enjoy the game.
