The best is technically the Muramasa. That requires NX repairs though so is very inefficient. The best, non-NX repair sword, would be like Ryoko said, a Bastard Sword.

The wiki doesn't show a CP calculation for Frozen blast. What exactly determine whether or not you can freeze something? Is it a ratio of CP? Is it, at this rank you can freeze anything under X, and then you go higher at the next rank?

You can freeze anything below 9999 CP (that isn't a giant field boss) regardless of your rank. Your success rate is determined exclusively by the rank of Frozen Blast, the opponents combat power and the opponents current mobility.
It feels sort of like throwing attacks' accuracy system. You've got around a 90% maximum success rate versus standing targets. If they start to walk, it drops to around 80%. If they start to run, it drops to around 50-70%. At this point, they calculate your success rate versus the target (calculated individually) and subtract the difference between your theoretical maximum success rate and the CP modifier.
Ranking the skill also improves the freeze duration, the amount of defense/protection removed, the load time and the angle of effect. Wind cylinders can reduce SP consumption, improve the freeze duration and increase the angle of effect. Special upgrades can improve the freeze duration and the angle of effect. The "Frozen" enchant improves the freeze duration and the angle of effect.

That's not really specific for the armors...what are you looking for as far as enchants go? Damage?
For the armor, do you want def, prot, an even balance? Do you mind heavy dura loss?
As for knuckles, upgraded Bear Knuckles are excellent; my favorite path is the 194 path.
You can use Metal/Knuckle/2h/weapon enchants on knuckles.

Is it me or is there no more rain bonus in homesteads any more, I know the rain itself is invisible but you can test it with something like a Potion Kit, I've been entering/exiting my homestead for awhile now and it seems like I'm never going to get a rain bonus.
