Thunder normally costs 36 mana per charge, Assuming directly the same time. I have r1 MWM, and 1062 int, same as you ironically enough, lets work this WITH cast speed modifiers, which should leave us at 2 / 1.15 / 1.1052 =~ 1.57s.

-20/10.52/3%, resulting in a grand total of -33.52%. Theoretically, Without the cast speed being taken into crunchsideration, 23.9328 is our new mana! With however, We must calc for it. 1.57 / 2 = 0.785x. Resulting in 28.26mp, and with our reduction, 18.79 is our reduced MP cost.
Timing checks out with a stopwatch, lets see how our mana checks out.

Well that certainly CANNOT be almost 24 mana. So cast speed is reducing our mana cost. Missing about a point though, lets see if that 3% makes any difference.
28.26 * (1 - .3352) = 18.79
28.26 * (1 - .3052) = 19.64
Much closer, even for 3%. I severely doubt that its affecting at all, even through the 100~200ms I have, since it doesn't calc full mp anymore, it calcs mp/s and KEEPS that. So your mana drain can actually calculate your lag interestingly enough.
