When awakened, either through Shock or Awakening of Light, each attack of Brionac reduces boss-type enemies' (example: Black Dragon, Giant Alligator, Giant Lion, Merrow, etc.) protection by 3% permanently. Each attack can stack and can effectively reduce a boss-type monster's protection to zero if used enough times.
This is the main consensus as written out by our beloved wiki, and from looking at various foreign sources that are relevantly recent, I can say that 3 prot reduction per Brionac strike still stands. However, if you really must, I think one mob you can try to use is White Dragon. Lure it somewhere, test your damages, scrape some prot off with Brionac, keep track of how much you took off, and record your damage again.

Um, let's just say that that person uses Shock, Raincast, Barrier Spikes, Wind Blast, Frozen Blast and Hydra. They refrain from the dps-oriented skills such as Water Cannon and Flame Burst so that they don't need to invest in incompatible enchants for their primary weapon(s).

To answer your question, Shock isn't affected by what cylinder you use so it doesn't matter. Hurricane cylinder is the best (and most cost efficient) for Rain Cast because of the duration bonus, as well as the bigger cloud when ego'd (though worth of this is questionable with the upcoming Celtic cylinder). Earthqauke cylinder for barrier spikes (though I honestly don't think spikes is that useful anymore), Hurricane for wind blast, though Shockwave or Urgent Shot is better than Wind Blast at doing its job, and for Frozen Blast, you can get Demonic Abyss cylinder if you want, but in all honesty, Hurricane should do the job, and lastly for Hydra, the best combo you can do is cast Hydra with random cylinders then switch over to Tower Cylinder ego for the massive bonus (or alternatively, get the Celtic cylinder in the upcoming revamped dungeons).
Basically for the most part, Hurricane cylinder should do the job with the exception of Barrier Spikes and Hydra.

I would say just use a normal guard cylinder for those utility skills unless you're gonna use hydra, then equip a earthquake(if you can get one, if not clay is fine) cylinder as well.

I actually considered that in the beginning. The only thing I'd want to know is what options would I have for that main hand? I thought maybe using a melee weapon so I'd have access to RI or something; it could be a backup pseudo-shockwave for me.

Your best bet is still Hurricane cylinder because that's the cylinder that's most relevant in terms of utility and is also very easy to get.
And don't expect to be holding your cylinder all the time, you're going to have to swap weapons around. Don't be one of those people that end up being useless due to using Guard Cylinder and a melee weapon at the same time.

Then CRK + Rebis = RI and Bash for stunlock.
I mean, I'm still always going to be using magic as my primary skillset. I've just always been on the prowl for fun, interesting combos. Like Shock, Shock Duration Reforge, Hail Storm reforges is a fun one.

But then you won't be doing much damage with just one CRK. You need a pair.
All you really need to do is equip staff on one side, CRK on the other. When you need to rain cast or shock, take out your cylinder then, but other than that the cylinders don't have much use.
