please tell me it has been fixed. :/

Well....
I hear it's still a problem.
But you can fix it with a mod.

but aren't those....bad? :/

They're not bad so much as they're... controversial.
We can't really give names here on Nation. xD
They're really useful, and I wouldn't play without them.
(at least for fixes like elf range lag, or text lag, and such.)

No, it's not fixed. The only way to "fix" it is to mod.

It depends in your connection whether you will experience lag or delays while spamming elf range... but if you haven't played since G9 then whatever may have been wrong in the past is probably fixed by now if it was a client issue.
There are mods touted by some as able to fix these issues, but it's just a placebo with a terrible side effect of nerfing your ability to run while aiming.

Grab a bow and spam arrows at things... If nothing bad happens and your connection is good, then there shouldn't be a problem.
Disabling Nagle and other tricks to reduce lag would probably help as well, and you can find more information in the Guides section.

From what I heard it was something with certain Intel Processor models. The only 'mod' fix was to remove the ability to move while aiming.

The "lag" is basically animation lag. It takes longer inbetween shots to pull back on the bow, making all bows animation the same as slower then a llb animation. The mod basically swaps the elf range animation with the human range animation. If you don't believe that there is "elf lag" have a human and elf aim shoot at the same object with both a llb and a short bow and watch the animations, not the quickness they can fire. Only the first shot in the elf animation is "normal", all others after is "lagged"

I have near perfect connection and I still witness elf lag.

There is no difference in refire delay between short bows and long bows when using elf range, the delay is only there when using skills such as Magnum Shot or Crash Shot consecutively or as a human while using AR.
All the mod does is cancel moving while aiming for a split second, although older ones also replaced the animation which just made it look like you were shooting faster since the animation ended sooner and further reinforced it as a placebo. Even the person who came up with this mod to begin with said it didn't do anything but nerf your elf's racial advantage.

Exactly my point. With human range there is a difference between short/long bows. Elf range doesn't have that difference, which makes anything less then a "slow" bow obsolete.
Also, I do shoot faster with elf lag fix, rather then without it. That's the reason why I use it. It doesn't nerf us either, since when we move we still have the 50% aim.

On the contrary, since elves spam Magnum and Crash Shot, bows faster than slow are ideal (Highlander Long Bow, Wing Bow and Ring Bow ego). Like I said, the refire is there for using those skills consecutively, and as an elf you will barely ever use normal range in harder missions so normal and fast speed bows still have a solid advantage and are far from obsolete.
The abrupt cutback is a very big nerf, you get stopped in your tracks when running with range loaded (enough time to get hit) and it also applies to mounted archery, which takes away the ability to run while loading Crash Shot/Magnum Shot and even after it is loaded.

Ehh, with the fix I'm able to spam mag a lot faster then with a long bow, then it also makes FS useful, in the fact that it does speed me up instead of giving that delay.
Being stopped isn't really that bad. If there truly is a problem, either wm then range, pet play, etc. I personally haven't had any problems with getting stopped cause of the lag fix.
Also, I'm uploading 2 vids comparing with and without lag fix
for those who don't believe. For reference, the vids are being shot with a 13 ms ping connection, de-naggled. So it's definitely not my connection.
