Once you have a Pokemon in each of your 8 boxes, your PC gets an upgrade and you now have 16 Boxes. Fill all of those boxes, and you'll get the last upgrade to 24 boxes. Note that you only need 1 Pokemon in each box to unlock the next upgrade and not need to fill the PC up.

No, not all legendaries are banned.
Only certain pokemon are banned like Groudon and mew for example.

Send Pokemon from Dream World and back is a bit of a hassle especially since DS wi-fi doesn't work in my university. Can you like, just stockpile Pokemon you want to send or does that Rainbow Bridge really stay gone until I send my Pokemon back? I've heard that even after you choose a Pokemon to send to your game. that rainbow bridge will materialize after an amount of time so you don't have to send your Pokemon back in between each Dream World session. But Red Text while exiting tell me otherwiiiiise.

Yeah, some Pokemons like Latios and Latias wasn't banned... but from what I've known... Smogon tried to ban several of the non-legendary Pokemons from being used in Wi-Fi battle, like Reuniclus or Lilligant. o_o

How powerful can gyro ball get in terms of attack power?
Its supposed to be more powerful the slower the user is, and its supposed to be a special attack. Who is the best to use this with?
So far I can only think of bronzong.
And if so, which is a better item to equip on the pokemon? An item that boosts metal power, or an item that slows down the pokemon?

The max base power is always 150 for Gyro Ball, so that if you make it so that a pokemon like Bronzong is incredibly slow, it won't pull outrageous damage every attack. Same applies for Electro Ball which is basically the opposite of Gyro Ball.
But yeah, most of the time you'll see Gyro Ball on Bronzong since they're so slow. The damage for Gyro Ball is 25 x (Target's Speed / User's Speed). So for example, you'll probably do a lot of damage using Gyro Ball against Nincada, which is a pokemon with extremely high speed.
