Action is a lot of things, but a lot of things are not "action". Such as Action =/= Magical Power Fight, such as Mahou Shoujo Madoka★Magica is not an action genre Anime even though there is quite a bit of fighting including guns and swords. Even though they go to 'school', it is not a school genre Anime either.
Anyways, not sure what your looking for or what you've seen so I'll just recommended "Welcome to the NHK!". It's about a NEET/Hikkomori, is none of the 3 you listed. If your willing to watch a movie as well, then "Summer Wars". It shows them in school for one scene but other than that, the setting is not school.

Look at stuff that came out between 1980 and 2005. I'm not sure what the hell happened in the last few years but anime companies have all gone whole-hog pandering to their only dependable fanbase: creepy otaku. Not even kidding or hyperbole with that one.
So yeah, if you want something that doesn't involve high schools, go old school. While a lot of them are action they tend to spread across a wide variety of genres, from high fantasy to sci-fi to medieval to comedy. A lot of the more psychological and dramatic stuff tends to come from the 95-05 era, as well.
There's still some gems around these days, I'm told, but I haven't actively searched for something since TTGL.

Though Gintama surpasses everything in terms of ranking.
Regardless, old school Anime is great if you don't mind the older quality art. Best 'older' Anime = Legend of the Galactic Heroes. Anywhere you go, it'll probably be in the top, even though its a 1988~1997 Anime. 110 Episodes. I haven't watch it but I've heard it pretty much makes Death Note and Code Geass look like crap in terms of strategy plot Anime and will make you dislike the logic in FMA:B. Lol. Thats just what I've heard.

Well action is fine since it can be very diverse, but more than half of the anime spewing out of japan in the past decade has in some way or other involved students who, if not always, still do spend a good deal of time in a school setting or deal with student life nonsense. Usually highschool.
It's also why I haven't watched much of anything in the past 6 years or so, and am very reluctant to give any new series a chance. school life genre has ruined what used to be awesome entertainment.

Shin Chan isn't really about school life. Obviously it features school scenes, but that is to be expected in any halfways well-made general portrait of a schoolboy.

Action is fine too, but shows that are nothing but fighting with little to no plot bore me. Such as DBZ *shot*
The last anime I watched was Angel Beats!, and even thats Highschool-ish. I liked it but I'm getting sick of it.
The school life series always revolve around some girl/guy who isn't popular, who meets some love interest and live happily ever after.
