Due to the lack of decent debates lately I've decided to launch this one. Since I've been to an all year school for three years I have some insight so here it goes.
[SIZE="7"]Background Information needed[/SIZE]
The all year school system is most simplest words is when a school decides to take your two month vacation and cut it in half, you are left with a month to enjoy the summer before you are one dragged kicking and screaming back to school in the hot August sun while those remaining weeks are spread out throughout the year meaning 2 weeks of Spring break, 3 weeks of Winter Break, 1 week and February and 1 random week in October or November.
[SIZE="7"]Benefits[/SIZE]
Studies have shown that over the two month long vacations students tend to forget what they've learned throughout the year (Don't make me look for a source dammit! I'm lazy.) The means that teachers have to spend weeks on review (Which at the end of the school year is really inconvenient since we need those weeks to learn things! Rushing is bad m'kay!) With the implementation of then all year school system Teachers will not have to review as much meaning we can go straight to learning. Also those breaks spread out throughout the year are pretty nice :D 3 weeks of Winter break mean you are either done before your siblings or are staying in bed for a week more then they will.

So it sounds good right? More learning and more breaks throughout the year? Well if I know you guys well enough you'll be saying, "WAIT WAIT WAIT! What about our summer?! SUMMER'S GREAT AND THAT'S WHEN WE HAVE FAMILY VACATIONS D:<, well that's kinda the downside :< You'll be back in school while your friends from other schools will be out having fun without you, sure you get those extra weeks in other seasons but it's not summer! Really the only disadvantage I can think of.

I approve of this, since I don't forget anything and I always get bored as hell during review.
In reality, if 1 month isn't enough to take a vacation, you have too much time.

School starts Aug 1st
ends May 31st
Reason: to comply with AP exam and IB exam schedule dates
Also covers AP late testing, IB late testing would have to be done over summer
Winter Break December 1-January 1st.
Spring Break: last monday of april to last friday of april
Summer Break
June 1st to August 1
Summer School
Session 1: June 8 to 29
Session 2: June 30 to July 21

Holiday in winter is awesome, I can only recommend it.
One of the reasons I'm happy not to have gone to school in the US.

Doesn't year-round cost more though? They're converting all the schools here with year-round schedules to the traditional schedule because of the budget.

Meh.
I see it as more of an inconvenience for kids to have more than 1.5 week vacations, because even over a long weekend we forget things. Or, if you take the two months that is summer vacation, and split it so you get one month off per 5 months. Doesn't sound like it would be effective.
Also, the date of vacations would have to vary for certain areas of the country, if you're talking about the United States. For example, it would be more convenient to keep kids in the Northeast at home in December-January, when we get the most snow and the weather is exceptionally hazardous. In the Southeast, it would be better to have vacation during hurricane season, I suppose? There wouldn't be one time that works for everybody.
It also needs to be taken into account that most parents don't get enough vacation time, and would have to arrange for childcare not once, but for two times a year, at really inconvenient times.
Meh. TL;DR; no me gusta.

In Brazil we have 1 month vacation in December, and 1 month in June or July.

Kids need a break. It's an important part of being a kid. Or at least in certain parts of the world. Having it spread around the year is nice, but, that long gap is very refreshing. Think of it this way. After school is over for a student, when will the average person ever have such a long period of relaxation? Not until retirement probably... Plus, in some areas naturally it gets very hot. Do you want to die sweating in the heat? I know I don't. Schools always try and "save money", so don't bring up air conditioning...
I don't have much of an argument though to be honest. Unless I can pull psychological data out of my ass to prove that normal students compared to year-round students have less stress on average. It's just more of... This is how I experienced it. I made fond memories over the summer breaks and I'd like my children to have the same opportunity.

Let's get to the point by saying American Students aren't as "obedient" as students of other foreign countries when it comes to learning. You can argue that you've been to a school where children have been obedient, but there's no denying that there are schools in this country with students that would viciously fight against cutting from their summer.
Also as Tarvos mentioned, some students really B*tch about the heat. Even though in other countries they probably have it much more worse in terms of heat, the kids at my school are total pussies when it comes to heat. It was only 98 degrees Fahrenheit at my school and most kids were b*tching and moaning that it was too hot to learn, and the days were cut into half days as a result because the main office's air conditioning was broken.

I remember when I finished elementary school, right away they shortened the school days for elementary by an hour. So this would be my revenge.

Up here in Canada (at least in my school), we can't go over 80F without people sobbing about the heat in class.
Also we have a 2.5 month summer, one week winter, and two week spring break, with full length days (no more short fridays since the Olympics..) and a few extra minutes tacked onto each day. It works fine, imo. Also we have tons of "district closure days".
I can't really comment from a learning standpoint, because as it is, I don't review or study, I just read the textbook before an exam and I do fine. I don't think it'd affect my grades either way.
