It is true that the most commonly used cloaking modes- half cloak, only hides the first part of the IP/Hostmask, which is enough to prevent an exact IP match. They usually do leave at least the region or city exposed- but mind you this is often the nearest major city or the city the ISP operates that region out of not the city it is actually used in.
Rizon is using half cloak same as Seraphim, so your exact IP is not revealed other than to the network administrator, but your ISP and sometimes region is still visible. A vhost would be fine to hide that info if you prefer not to share such.
As for Micho's question, I think you really only need to worry about Real Name (Which doesn't actually have to be real), Username, and Nick. The rest of that is only required for networks that force the use of the ident protocol, which is horribly obsolete and probably not even used much anymore.
