Honestly I don't see why this is bad.
Not much different from school rules about skirts.
Before our sig rule was "just make sure its not too big", as the skirt's rules would be "just make sure its not too short".
And then ambiguity happened.
And then schools would be like "skirt needs to be at least X length" to completely remove all problems involving a public display of underwear in a educational environment. If something feels wrong, you just take a ruler to it and go "you broke the rules, this is 2 cm too short".
Besides, having a guideline to work with helps mods feel less demonized.
