Over the years through my experience I've found that having a filter is really only detrimental to the forum experience. Reasons being:
1. We all know what those **** represent. We don't have to read it to see.
2. Its pretty easy to circumvent.
3. It causes problems with 3rd party sources such as images or videos.
4. Moderators have to go around dealing with problem #2 and #3, which is just unnecessary work.
5. We really haven't filtered some other really bad words anyways.
6. In today's society censorship is really pointless, especially on the internet.
I think we should just do away with the filter. We're all mature enough to handle a few swear words every once in a while, and sometimes it just feels appropriate.

Yeah, I feel like a lot of other bad words come around too, and those aren't censored, so why censor the words that most people here don't even use in a bad connotation?

Also, assuming that there's an age restriction associated with this policy, perhaps maintain the censoring filter to those under the requisite age?

This should be added. Its not too pleasant to see excessive swearing, especially to new people who would be joining the site.

Now I haven't played around with vbulletin enough to know, but if it could place word filters towards a group created by their age group, that would be pretty fantastic and all the problems would be solved. If you're 12 or below, you see stars instead of swears.
So far being filtered and having our words be turned into ****'s haven't really stopped us doing it anyways, and from the frequency of it happening, I don't see it being a major problem. Just because the filter is gone doesn't mean there will be 4 f-bombs in every sentence of every post.

I agree. The problem is that it's going to be difficult to draw the line. It will probably end up being left to the moderators' discretion and intuition, like most other rules, but this defeats the purpose of Cucurbita's point 4, as it creates more work for moderators. Perhaps part of the reason the filter is there is so that moderators don't have to deal with deciding about one more thing.
I think it might be better to allow registered users the option of turning the swearing filter on or off (but to have it on by default). This way at least any old person who stumbles upon the site isn't going to be greeted by things that may offend them. While it may be true that the innocence (in this area) of most people that are browsing the internet has probably already been destroyed, I still think people should at least be able to decide whether or not they want to see vulgar language. I wouldn't be surprised if there are also plenty of registered users who just aren't really interested in seeing this type of language either.
Edit: The age restriction thing isn't really making sense to me. People lie easily about their age on the internet, so I don't really see age restrictions being very helpful.
