It does, as long as they meet the activation requirements ([S]dunno how age enchants would work though[/S] Just realized they're always age 1).
But in order to repair their equipment, it seems you need to buy an nx item each time.

It's 50k every irl week... Unless you're super bad at saving cash, then maybe you have a problem. Really, it's 50k a week, you can get that in about 3 commerce runs.

You aren't obligated to pay your partner.
Of course, paying your partner gets you favor, which leads to goodies, but technically there's no need to take good care of them.
Unless you want partner actions, gathering bonus, daily presents, and boosted repair rates.
There also doesn't seem to be any way to repair partner equipment without depersonalizing the equipment, repairing it, then giving it right back to your partners.
Which, is why I have my maid take off her clothes.
