  Kinda off topic here but, clothing in mabi with accessories gives more max damage and crit than any heavy armor build, mana shield capped with 300 int and mana pots gives you more tanking ability than any heavy armor set up ever could. It's not 100% about fashionogi, anyone who you would call 'endgame' uses a clothing build.
  
  On to vindi set up, although my black hammer top/pants leaves a gap around my stomach, my ingkells earrings expose my whole head.......I HAVE A BUTT SPIKE AT THE BACK OF MY PANTS THAT PROTECTS ME FROM ALL HARM!

  When it really starts to count, they're definitely skimpier.

  
  
  Shining Will is decently armored, aside from the skirt. Her arms, head, legs and chest are all covered, which cover most of the important parts.
  
  Holy Wing is certainly skimpier, I'll give you that. But it still offers somewhat decent protection.
  
  As for Raider's, that doesn't even qualify as heavy armor in-game, so that doesn't even count.

  Which is one of the most armored sets around. Fully plated gauntlets, boots, a super mega hyper plated skirt with pants that go down to the ankles to match, a heavy looking helm, and a mostly covered chest area. Sure, she could stand to have less of her back revealed, but at the same time, it improves her respiration so it probably does her more good than harm when it comes to fighting.

  Karok actually shows his chest with most of the armors. More than Fiona does.

  I dunno about that. Karok's chest is certainly almost always exposed, but Evie shows a lot of leg and arm, as well as her body some times.

  Well, his 56 set (Barbarian) pretty much is just a (man)skirt and a strap across his torso. Though the only other "Karok only" set is his Episode 9 set, which doesn't show a lot (even of his chest) compared to other things.
  
  I'm really only comparing the one character only sets as that seems about as "canon" as you can get.
  
  Then again, really random fact. Evie and Fiona use their 56 unique sets in most of the promotional artwork and in the character creation menu. Lann uses his Titan set while Karok uses his Colru set. Really random, but I guess they thought Sinister Plate Mail and Barbarian were too ugly.

  Well as far as "character only" sets go, Evie has Rose Drop which is essentially a towel wrapped around her breasts and a see-through skirt.
