The little sheriff's badge button at the bottom of posts is for reputation, which is what those green bars are. The more you have, the more rep you have. It's supposed to show others how helpful or whatever you are to the community.

You can also check yours reps on the Settings page, but it only shows so many.

The reputation bar is more of a popularity contest, sure, but it's also a way of +1-ing someone's post on here. It's like a, "Hey, your post made me smile!" or a "Yo, that was really deep. Props!" kinda thing.

Until the lighter green bars appear, every 100 points is one bar. After that, I think it's 200 points.

I believe the amount of rep you get depends on how long that repped post is. Like Skye said, every 100 points is a bar, and after light green, I guess 200 points.
