Of course not. The levels are custom-made, and are tool-assisted speedruns. TAS for short.

Wow, I didn't know they were "tool-assisted", aka cheating. That makes watching them a lot less exciting. I honestly thought someone took the time and had the dedication to get this obscenely good at the levels.

Ok this make sit sound a lot better though.
In tool-assisted speedrunning, glitches are held in much higher regard, to the degree that the term "glitch abuse" has positive connotations, and tool-assisted speedruns often make heavy use of them. This may in part be because the majority of glitches are very difficult to exploit without frame-precision and re-recording. In some cases a trick relies not only on precise timing, but on several variables in memory also having a specific state, which would be nearly impossible to recreate in real time and without detailed knowledge of the game program.[9][10]
Oh and it says so in the description. My fault for not reading I guess.
Looking at it now I feel dumb having thought someone could actually pull that sort of thing off. The level with the yellow shell going down parallelly demands brutally perfect timing either way.

The only tools used in TAS runs (asides from custom maps) basically slow down the game speed for the precision of trick timing. The slowing down is usually somewhere around 2-4x, from what I've seen.
Every trick and/ or glitch shown is possible to do within the base game, but majority of them require quite a bit of practice to perfect, and have very small timing windows.

Another thing I'd forgotten to mention earlier: Even with the tools used to perform it at a slower pace for leniency only does so much, because they'll often have to reset a map at least a few dozen times because of a single error. There's as much skill as there is patience and product, really.
