I mostly agree with this. While I certainly agree that people need to stop freaking out any time somebody says "IP", it is sometimes useful for matching actions within a certain time frame (for example seeing of multiple accounts are actually the same person in an IM conversation or something), but that itself can run into issues as NAT can mean two different people/computers in the same house have the same WAN IP and crap like that...
But yeah, "tracing your IP" is generally stuff script kiddies that watch CSI and thought it was real say.

Well many IPs nowadays that people think are static are actually "sticky", that is they ARE dynamic instead of static, but since most modems/routers are left on for long periods of time, the lease time of IP addresses for home cable connections and such are set to long periods and thus the assigned IPs rarely change (unless the router/modem happens to be off/disconnected during the time the lease expires or something, which isn't that common).
While on the other hand you have people with ****ty connections like myself, who can see their IP change daily as their net keeps going out. >_<
