It would be a setting.
If you want to see NSFW avs/sigs then you can. If you don't want to, all you have to do is leave it unchecked and you'll never see them.
All it really does is give an option to have NSFW avs/sigs and does so in a way that they can easily be hidden by members that don't want to see them.
Even ecchi could be grouped into it, so it makes it much safer for people browsing from work, school, or some other location they couldn't have that type of material on their screen.
In other words, it just gives the option. Nothing more. It doesn't hurt anyone that doesn't want to see them, so I don't see why not.

Some people like to ignore toggling settings for some reason, and would probably complain about it or forget to check it themselves.
Not that I agree with the approach of most of the other [S][SIZE="1"]prudes[/SIZE][/S] posters, though.

That's why I mentioned it would only be available to those with ages set to 18+ in their profiles. If they lied then well, there's not much we can do about that.

My thoughts are that it could work, but the better question is if it's necessary. This is mostly just reiterating what others have said, but I still feel like saying it.
This site is something different for most people. While for you it may just be a discussion forum, for others this site is purely a Mabinogi or Vindictus forum. Of course there's everything in between here, but the problem is that avatar and signature regulations are universal. Sure this might be completely appropriate if Bean Rua and Rua's House were the main forums of the site, but Nation has always been a Mabinogi fansite.
And this would probably change one of the global guidelines that have been around for a long time.

Since this is a global guideline, writing some 'exception' just makes me think everything is going to get really messy really quickly. It's so much work if you want to go somewhere between "PG13" and "18+". More work then I think is necessary. I've honestly noticed the line already getting really blurry, with some talk that looks like it belongs in Rua's House popping up in Bean Rua. Of course this is mostly opinion of what's PG13 and 18+, which is also problematic.
I pretty much fully agree with Osay and Morrigan (though I wouldn't want to see Nation change too much).
