Damage-wise, maybe.
How does it stack against multi-aggro compared to Ice Spear? Hailstorm doesn't automatically knockback per hit, from the first few videos from Sai. Doesn't freeze, seems to be single-target only. Haven't even seen how well it can do against Mana Deflector. How is it "elite" in practicality compared to Ice Spear (Let's say, 1 charge) besides damage?
Tell me what's the benefits of having a Trinity Staff and Hailstorm in soloing "Defeat the Shadow Wizard" Hard difficulty compared to having an Ice Wand, no presetting for Ice Spear, and having Blaze?
In that way, it holds true to being the "magic Final Hit." It's
something you can use to take down something big, but once Passive Defenses or multi-aggro gets tossed in, both skills instantly lose a lot of their usefulness.
The wiki doesn't list a damage bonus for full charges, so let's just assume it's 6.5x like Ice Spear and Firebolt (though it might be a plain 5x), that puts it at 1950 max damage. In roughly 10-11 seconds to charge the first bolt (according to video), a modded Ice Spear could multi-target for 2500, and a Thunder could get around 2250 (with three single-charge shots).
If anything, Hailstorm only appeals to me because the Trinity Staff doesn't mana evap, which takes one of the largest restrictions on mage-play away. It might be good for something like... Wight demolition, but I'd need to see it put to use in some real dungeons or shadow missions before this can grab my attention.
