  You forgot about the 6-foot-4 and 300 pounds part. If the cop wasn't a big man and this guy didn't want to go anywhere (which he obviously didn't), they wouldn't really be able to move him any other way, unless you'd rather them pepper spray him until he passes out or beat him senseless with maglights. This was for the best.
