So whats the new best gear for Evie? Armor, accessories, weapon(scythe and staff), etc. Also enchants.
If more than one set/weapon is decent can you list their pros and cons?

Depends how much money you have, same for enchants.
Mhara is the best but it's incredibly expensive at hundreds of millions apiece. I haven't played in a few weeks so the prices may have dropped a bit by now. Wonderland and Fallen Angel would be the second best, coming out at somewhere around 30-50m-ish, I believe, total. Then there's a bunch of stuff below that and it's acceptable, but not the best stuff ever. Broken Feather and Wonderland mix is what people tend to use as it's pretty inexpensive. Whole thing should probably cost you around 1-2m at most if prices haven't changed too much. Unless you can afford a full Wonderland or Fallen Angel set and still have money left over, I'd just save up and not even bother with scrolling yet.
To give a more detailed and accurate answer, you'll have to give a budget of how much you're willing to spend on your Evie.

Let us assume that I am farming the more expensive materials and buying the cheap ones. "Expensive" being materials that cost 100k+. "Cheap" being materials that only cost like a couple thousand. As for enchants, probably attempting to farm them while saving money for them if I am unlucky. Really, money is not my concern, I can either save up to buy or farm materials, either is fine. Just good to have a goal in mind on what to work to in terms of armor/weapons/accessories/enchants to eventually have the "best" character (not factoring in player skill). So just assume that my "budget" is infinite amount of cash.

First, a little rant about the notion of farming in Vindi.
"Farming" isn't really possible as of the current state of the Vindi economy. 95%-99% of the cost in creating most endgame items (especially the Lv. 70 sets) are from rare drops that you have no control over. The closest you can get to "farming" is doing your raids every day/week and hoping the RNG likes you.
So from what I gathered from your situation, don't expect a Lv. 70 set at all any time soon.
Enchant farming is also completely redundant. Most good enchants require a few things.
1. The equipment to be able to repeatedly clear Boat 6-7 Hero mode.
2. Good luck with terrible drop rates.
3. The few expensive scrolls are from daily raids. The rest are relatively cheap.
If you have 1 you really shouldn't have to worry about this. If you have 2 than just hope you have that sort of luck in raids. 3 is just cause of how rampant botting is, you're likely better off just buying the enchants for all the effort it takes. You'll make about 100k at most farming those missions anyways.

Would it also be possible for you to provide a list of your current equipment? It's often the easier to find the cheapest things to upgrade if we have a baseline to work with.

I care nothing about the current state of the economy or drop rates. Assume I have an infinite amount of money to buy the materials/infinite time to farm them and just absolutely amazing luck. I simply wish to know what the best combination of gear and enchants is. I know I am not getting an amazing set anytime soon, nor do I care about getting one anytime soon. It is just something to work towards. What I have now and what I use in between getting the top tier gear is irrelevant.

5* Thorn Ring, Ghost Witch Emblem, and Earrings of Temptation probably exist unless there's some sort of weird restriction based on crafting.
I think the 2 stamina per scroll from Passion will help more than that 30 magic attack per scroll. With all that stuff, the person should have over 19K magic attack easily. And with Mhara, Evie gets quite a bit of defense. I'm not sure how much, but enough to defense stack with enough enhancement/scrolling at very minimal int loss to where it's probably the best source of DPS from her.
Ugh, this all gets a little too theoretical. After you get about 20 billion gold, I'll come up with the absolute "perfect" set if a better one isn't out by then. For now, it's a little hard to come up with and requires a lot of exploration and thinking because at the very extremes of things like a full set of +15 armor, stuff gets weird.
I will say now that this absolutely will not be affordable with something like 5 billion gold, and in fact that might only buy the weapon at best. I would predict that it would cost closer to 20-50 billion gold as a bare minimum. With the cost of Mhara, it could very well get into the trillions. With a T. That's a lot of broken items with a base value of at least 100 million each. Specifically, 172 broken +10-14's per 1 +15. Assuming you get a constant supply of them at +10 for only 50m more (which is absolutely ridiculous, it would cost far more), it would cost you about 25.8 billion per +15, adding up to 129 billion for the set. Even under these very unrealistic and idealized conditions, they are not scrolled yet. To scroll them, you're going to have to spend NX. If you don't want to spend NX, the price is multiplied once again. Each scroll has a 50% chance of success at most and a 30% chance of breaking. If either one of them breaks the item, you must start all over again and pay the tens of billions for a new one. The armor is statistically more likely to break than not with the two best scrolls combined, which is to say the price will be multiplied several more times. Similarly, perfect armor has perfect durability, so you can't fail any enhancement or scrolls. Ever. If you do, you'll have to pay money again. If you don't want to pay money, the price is once again multiplied. This goes on and on until the price inflates to potentially over one trillion gold. Let's just assume you bought the +10's at a perfect 200 dura for that same price... somehow... because it is impossible to get that without paying NX.
This is why I don't like to give theoretical information. You can spend $1K and play every single day on five characters for a year in the most efficient way possible and still not end up with enough gold to buy the absolute best of things. But, it's what you requested, so it's what I'm answering with. All I can say is... please reconsider my original advice. The prices are set in several different ranges that allow people to gradually work their way up depending on where they are. One is immediately accessible, one's for very frequent players, and one's for the super rich. The theoretical best is aimed at a player that simply does not and will not exist. No one will ever be even somewhat close to getting it regardless of how hard they bot, how many tens of thousands of dollars they spend on goldsellers, or how many accounts they compromise. Anyone who could afford it would be better off selling the gold on Ebay and buying the moon.[/spoiler]

I'm fairly certain I've seen Ingkara drop Shadow Looting. But I completely forgot of the existance of multi-star Ghost Witch spellbooks, so that's better regardless. I haven't seen or heard of a 5* crafted item yet, but it probably exists somewhere out there. I'm not going to argue Strong Passion vs Significant Berserker since of what I'm going to say below.
My views on these hyptothetical best sets are the same as RebeccaBlack's. It'll really be a lot more practical and helpful if you take gear advice about things that can and will actually exist. Not to mention that this sort of imaginary set will not actually be the best, simply as nobody is able to actually test if attack or speed or whatever other stat will add more DPS. Raw calculations aside, players all have their little personal perferences.
To put it in perspective, the entire arguement at this point is "If you had 20k Attack and 70 Attack Speed, which would you want more/less of." That sort of question does nothing for the large majority of the playerbase.
Still, it's up to you.

Honestly Spell Books are just confusing to me. I swore I've seen Ingkara drop spell books before, but that was a long time ago. I haven't actually done Ingkara at all since Ep7's release. So I'm probably wrong.
Also I just checked on the Marketplace. There's a page of Shadow Lootings starting at 30k.

It looks like Shadow Looting is better and I've just been using the wrong book all along. I'm not sure how that happened as I've looked over this stuff plenty.

Well, the toned down ideal set up that's more reasonable for about 200m and a couple hundred dollars of NX would be something like.
Armor:
Well-Balanced Force Wonderland Set or Well-Balanced Force Fallen Angel Set.
- Budget cutting options would drop Well-Balanced due to it's relatively high cost.
- You can also add in an Enduring to help reduce costs and get a nice benefit.
- Mhara is an option, but you'll likely have to do a mix of Mhara and one of the 60 sets.
Weapon
+10 Hateful Divine Punishment Staff
- Pick whichever staff between Raider's, Rakum, or Dreamwalker you want
- +11 will cost a bit, but it's still in reasonable ranges.
+10 Leopard Bloodlust Scythe
- Try to maximize attack speed here, so things like Lionotooth or Rak Rak are ideal.
- Valor is an alternate option.
Sage's Chaos Shadow Looting
- Really the best option. Enchants are typical fare and cheap.
Accessories:
A bit of a mess here honestly. Enchants for these are low priority as most accessory enchants cost you an arm and a leg.
3* Earrings of Temptation or Broken Feather Earring
- Use whichever you can get.
3* Ghost Witch Emblem
- Emblems cost a bit, but your options are literally between the number of stars.
Belt and Rings rely on something.
1. Do you have access to 5* Dreamwalker set pieces?
2. Do you plan on using the Dreamwalker Staff?
If you answer yes to either of those, then you should have something like:
Ghostly Ring, 3* Thorn Ring, Solid Thor Leather Belt.
If not, then it'll likely be like:
3* Thorn Ring, 3* Thorn Ring, Rainbow Belt

Anyway, that's the mid-tier "regular player" set. The Mhara set I mentioned is the super rich set and it basically plays out the same way, but instead the base price of the armor jumps up dramatically. I honestly wouldn't even bother with Mhara unless you intend to WB/F it because Wonderland could do do similar things a lot cheaper and still give you a lot of money left over to spend on your weapon or whatever.
Always go for a level 70 weapon before any piece of level 70 armor. The value of the weapons is far higher. Only get level 70 armor if you're prepared to afford everything. Level 60 armor can be gotten right away because it's a considerable upgrade from the crappy 60's and other armor below it.
