this started happening today after i was uninstalling some games i no longer play, so i'm worried something may have gotten caught up in the process which is causing this.
all videos are playing strangely. the image itself is intact, but the colors are all about half an inch lower and a green bar appears at the top. this is happening on most videos across all sites. the audio isn't affected, just the colors.

Since uninstalling the stuff have you tried restarting the browser, and if that didn't do anything restarting the PC?
Try updating Flash if you're in any other browser than Chrome.

The current version of flash has issues with hardware acceleration. Right click on the video player, click settings, and scroll through the options until you find hardware acceleration -- disable it.

i found this and disabled hardware acceleration, but it didn't change anything for the video and it reverted to being enabled when i refreshed the page.

If all else fails, getting the newest drivers for your video card might help. Sometimes I get weird buggy crap like this with my AMD card and that always fixes it.
You can get them
here if you've got an Nvidia card or
here for an AMD card. If you don't know what you have, there's an autodetect feature available for download from both of them.

Or it might just be the browser after all. Reinstalling that is usually quick, but remember to save your bookmarks and all that stuff.
I have trouble believing it's connected to one of the deinstallations, but then again I'm an amateur.

everything's up to date.
also, some videos on the same site aren't affected. i was listening to some music on youtube and only about 80-90% of the videos are actually doing this.

if you're using an amd card, downgrade your drivers a bit
amd drivers have more problems with each release

so i'm still having this problem, nothing i've tried has worked thus far.
- my pc, browser, etc have been restarted several times since this began.
- i have tried everything suggested here.
- the only videos affected are online videos (youtube, etc). videos i have saved on my computer play perfectly fine.

Then the problem could still be this, and I assume now the problem is that your settings aren't sticking.
Try running your browser as an administrator and doing it.
If that doesn't work, you can try uninstalling and reinstalling Flash.
If that doesn't work, try uninstalling flash and downloading an older version... but that tends to not be safe.
If none of that works, you should ask Adobe for support, since it's a Flash problem.

If this only happens to your computer, which I'm pretty sure it does, then you need to make sure it's only flash on youtube that it's affecting.

this finally worked and all my videos are playing normally again.
