  Honestly I think Fiona and Lann have about the same rate at which they gain SP. Usually I spend 1500-3000 SP on a Dragon run, but that includes holding onto SP while waiting for the Dragon to get shot down. The faster you use that SP, the faster you gain it back. Most Lanns seem content to use F7 as soon as they get 4 bars and instantly go back to gaining SP.

  I think Fiona still has a higher SP generation rate than Lann. A Fiona that blocks perfectly (i.e uses Guard for normals, HS for smashes, and goes in for attacking as well instead of just Standering in a corner) will be able to yield more SP than a Lann, simply because of increased opportunities. A Lann's sp generation (and damage) mostly comes from his Gliding/Lightning Furies, and high-combo smashes (and taking hits! hur hur), which simply doesn't compare to the amount Fiona can get almost effortlessly.
  That being said, I think Fionas are also less willing to spend SP. Usually a Fio needs to wait for the best opportunity to use a Shield Rush (which may result in wasted SP), as well as holding onto SP unnecessarily to use Shield Repair (if there is no camp present).
