Comcast Praises Voluntary BitTorrent Crackdown Agreement

also IRC downloads still exist and stuff. And most of the stuff I download (anime, VNs) can be gotten off DDL or stream.

Doesn't work at the ISP level. You have to go with a seedbox & vpn (encrypted) and download only through sftp (encrypted). They can't intercept encrypted transmissions, and it would be too big of a hassle even if they could legally decrypt them.

Under the agreement a third-party company will collect the IP-addresses of alleged infringers on BitTorrent and other public file-sharing networks. The ISPs will then notify these offenders and tell them that their behavior is unacceptable. The ISP isn't monitoring your traffic (they really can't, this is the whole POINT of this, SOPA/PIPA/etc forces the ISPs to monitor traffic themselves which they can't do and they'd shit themselves trying), it's just a third party collecting IPs of torrent peers from what it sounds like.
