I'm sure you could get an even cheaper one for the price of a song at a local garage sale. The cord ends haven't changed in over 20 years, somebody selling their old computer for next to nothing might have a good cord on it still that you can get.
Something you learn as you get older is that parents don't want to let you grow up. It's up to you to do what you feel is right so that you don't stay their kid forever, and finding ways to talk to your friends online is just one thing you can do on that path.
On the other hand, I could see a punishment like that over poor grades in school or similar thing. But this? It sounds like your parents are being stupidly paranoid. The internet is perfectly safe to use- IF you are properly careful with what you say and who you say it to. Not being on it actually makes you less safe, because then you have no way of knowing what other people are saying about you online.
Oh and the whole ADHD thing? The pills only do anything at all in the most severe cases. In fact many cases they have been found to
make the symptoms worse and are known to have other side effects including the possibility of becoming addicted to them. You're better off getting counseling without medication, and learning to live with your quirks instead of letting them control your life forever.
