As long as you use them at least once after the evolve (possibly a bug where they don't if you don't use them at least once).
The complete in 3 years one can be challenging but doable if you know what you are doing. I had it done by end of year 2. Never did hit year 3. I think I might have been a little too efficient. Although it did get tricky at times with how aggressive Nobung was being.
As for your question Compass. I really don't know the answer to that myself. Most of the warlords I get to join my team after I wipe out the army they are in. Some of them require special requirements to obtain as well. Although, what those are, are completely unknown to me atm :/ I typically just try once or twice and then just move on with my take over the world campaign.
On another note, completed another 2 warlords:
1) Hideyoshi (Level 2, to obtain Level 3 I need that Reshiram Wi-Fi Episode)
2) Motonari
That brings me to 7 warlords that I have evolved so far.
Let's see who I shall tackle next!
Debating between Motonari's story and Hanbei's story atm as those two characters I enjoy quite a bit.
UPDATE: EXCELLENT NEWS! You can re-recruit the hero in Monotari's Story! I just recruited her and she has her 2nd form with all the wonderful Eveelutions I gave her :D

Method
To get a Warlords, there are a few methods you have to follow. These are relatively simple and just doing either one will allow the Warlords a chance to join your army. They are as follows.
The Warlords's Pokémon is defeated within 4 turns of the battle commencing
The Warlords's Pokémon was defeated before they managed to inflict any damage upon any of your Pokémon
This is not a guarantee however, as some Warlords will only join you when the story states it will fit and others won't join you at all until you play with them in the post-game.
Once defeated, they will state that they wish to join you at the end of the match. You will be given a lowdown on their stats as well as their current Pokémon. You can then decide whether or not to accept them and then state where they should be stationed for the time being.
