It's going to be an intel HD graphics, but they don't specify what generation the i5 is.
I wouldn't buy this piece of shit just out of principal, they don't list their stuff properly.
But the answer is likely no, unless it's the later generation i5's then maybe on the lowest settings.
If his criteria for purchasing a PC is "can it run skyrim" I'd tell him to get a desktop for that same price which will run it just fine.

That thing uses the 2nd gen Intel Core, so it doesn't have the HD 4000 GPU. It's not gonna run Skyrim.

Just gonna point out that my Intel i3 can run Skyrim on low res with horrid framerate in dungeons that have snow and water. But that's it. Oh, and smoke and fire make it have bad framerate as well. It's perfectly fine everywhere else.

Got myself an i3 1st gen and it runs Skyrim decent. As in, if you don't mind the horrid lag in dungeons with snow/water or when there's fire/smoke, then yeah it'll run the game.

Yes they exist (though if you can call them "gaming" is questionable if they don't even have a dedicated graphics card).
No they don't work well and are a useless investment.
For proper gaming you'd need a dedicated graphics card, even a low end one, to avoid having your FPS be too low. That increases the price of the laptop. Your cousin is just going to cry for a refund after a week of trying to game on such a thing.

Buy cheap = wont last long and may overwork it.
Buy more expensive and up-to-date hardware = last longer and for future games that require more specs than Skyrim.
