It causes the posts/threads of someone you put on it not to appear anymore.
I also think it causes them to see you as offline.

It's been around for ages now.
Also, we get this announcement once every few months, and it was always "we're cracking down, no tolerance, etc etc", but it never goes through. This is what, the fourth time? More? I remember more than a few. It'll be somewhat stricter for a couple of weeks then even the staff would forget about enforcing it so much.

Probably because things calmed down after a few weeks, and then the cycle begins again because the staff
trusts the members to behave themselves (so they become more lax to allow less tension in the atmosphere) but some people take advantage of that lull.

That's exactly what happens. It's ridiculous that we apparently can't expect Nationers to act mature more than a few weeks, and that we can't trust them to deal with their issues with another member in a civilized manner. I guess we just
shouldn't trust people to use better judgement, that way we don't lapse into the same routine that always happens. That's really sad.

When we're strict, people complain that we're being too strict. You know, guys, we'd love to be able to trust everyone to regulate their own behavior, but we just can't. We've tried, time and time again, people prove that they just can't deal with things properly. It's not everyone that's doing this, obviously, but enough people do it where it becomes a problem.

Wouldn't the simple solution just be to ban these so called "bullies" automatically?
I didn't say it wasn't possible they exist. I just don't understand how it happens on the internet. I'd have to witness it myself to understand it.

You can think of online bullying as verbal abuse, whereas inrl it's usually physical. Real bullying/harassment online is rare, though. Most of the time it's just really sensitive people getting rude messages on a website.

We have an infraction point system for that reason
and if its extreme they hand out bans as they see fit
There are people who have gotten banned before who have gotten it together
