Anyways, anyone have details on this? How will they know what constitutes illegal downloading? Would they catch me torrenting animes? When does it start? I'm not too big on pirating movies and video games so I only do it every once in a while, and I download movies from a ddl, but I'm definitely downloading anime a lot...

If that's the case, why not tell her to download via IRC? And as for a VPN, I personally use IPredator. I've also heard ItsHidden is a good provider.

Because it typically costs $50-80 per year for a good VPN which allows you to get
everything you want (games, movies, whatever)
and maintain privacy/encryption in public spaces whereas streaming services that offer even one of these (movies and TV shows with Netflix, for example) will cost quite a bit more. VPNs also allow you to do other neat stuff like get a new IP simply by using it, give websites an annoying time tracking you, see things you weren't "intended" to see in your country, etc. But that's really just an added bonus.
It's all around excellent.
