it's not a matter of ability. Factories are part of the equipment and have the production line for creating the chemical weapons. In the case of countries with unreliable government, a powerful group would be able to seize the factories.
And guess what, the country's going through a civil war.

If Terrorist organizations wanted to, they could go in and seize the stuff and then we'd really be in for it.
Frankly, intervention is needed. Kind of funny how the US is a world power and is sticking their noses everywhere but in a country where thousands are dieing from a civil war, we sit back and do nothing until chemical warfare comes up.
However, if we stuck our noses in sooner, everyone would be calling us the bad guy anyways so what's the point.
Also, title is highly misleading. I highly doubt this is going to start a world war. I frankly don't buy into all this end of the world shit that all the sheep seem to be flocking to like a mangy flock of seagulls shouting "MINE!"
