Become Familiar with it
Make a pictuce/sig a decent pixel size
Upload it to photobucket/other sites
copy img code into signature.

Thats the simple way. I don't really know the complex way

Read some GIMP tuts and learn how to use GIMP :3 I really can't explain what you gotta do to make a Sig cuz theres so many ways to make a sig (Like c4d)

Also, when you save on GIMP to load up and edit later, you put .xcf and .png for when you're done.

Making a sig just to have one is no fun!
A good resource for making different things tends to be deviantart.... You can poke around this link:

Though most designers use Photoshop and not GIMP [photoshop is not as free as GIMP >.>] I think the tutorials are mostly translatable between programs.

I can't really say what you should use with that, I'm horrible with sigs, no skill at all. But from what I've seen, it's usually find the main picture first then work on the background to blend in, although you could do it that way too i guess...
I don't exactly know what I would put in that picture, but if you find one, to add on to what Xiyamae said, you should learn how to render images, its very helpful. Basically, taking the image you want out of the picture you need with no background and just the picture. Renders are always in PNG format. Not sure what tool you'd use on GIMP but PS its the pen tool. Here's 3 renders I did myself a while back, wouldn't say they're excellent but they're doable.
They're fairly big so I'm not posting the image themselves.

If you get bored with GIMP, let me suggest Paint.NET and PhotoScape. I've used neither of them, but a friend of mine recommended them to me before I got my Photoshop.
Also, I'm not sure if it'd been said yet, but I think Adobe offers a free 30-day-trial of Photoshop, which would be useful. You should check their website.

To what Paul was saying, the equivilant of the pen tool on Photoshop is the Wand tool in GIMP.
If you want, I can make a small signature tutorial that will help.
Also, Deviantart is where you want to search for brushes. GIMP now can use any brush format, so don't worry about that.
Also, the site I use for wonderful stocks is:
Planet Renders v4
They also have a forum so if you can't find a particular stock, you can request for somebody to render it for you.

Erm... you can use a Jpeg, there's no major difference between PNG and JPEG.
