Alright since I'm not going back to college this semester and I only work part time I'm gonna have some more free-time to waste by watching anime.
But I need some recommendations as I've fallen off the anime train.
This is usually what I look for in anime:
- No standard shonen
- No ecchi
- OVAs and short series welcome
- Good character development
- Slow paced
You all seem to know more series than I've ever even watched so I hope someone can help me. Thanks~!
(I've got things like Evangelion and the older stuff all queue'd up already so newer series would probably be the most useful)

Tried Deathnote? Not typical action, slightly twisted, but its incredibly interesting.
Code Geass?
Chuunibyou demo koi ga shitai! is pretty good.
sigh, Sankarea is good...but you said no ecchi...
Tonari no kaibatsu-kun is entertaining as well.
And of course, Little busters is cute/funny.

Well, I cant say much for character development, but it fits all your other categories. It has a small bit of character development, but the main character is mostly mysterious. In fact this is more a collection of short stories all unified by one character than one overarching show. Either way Mushishi is my favorite anime (Ginko the main character is in my sig) and it is worth watching at some point. Essentially its about a man who travels from town to town, or anywhere in between, dealing with beings known as "mushi" these are essentially creatures who are less physical than the rest of the world, and come in many different shapes, forms, and sizes. He meets various people, helps them out, fixes various problems, but then he just goes on his way, all the episodes are beautifully done.
I dont actually know many shows, but I figured I could recommend my favorite. Im not sure the exact definition of shonen, Durarara might be under it, but that show has a lot of character development, and has a fun plot, and the music is amazing, its not new, so you may have seen it already, but its a pretty amazing show aswell.
Uhhhh Ergo Proxy was one of the weirder shows Ive watched, but it was enjoyable, to be honest I didnt watch it too carefully, I watched it while doing art projects, but it was interesting and different, the plot was a bit different, a bit philosophical, but also strange, it might be more up your ally, as Im not sure what you enjoy.

新世界より From the New World is fairly good IMO, but the spontaneous timeline and change may throw you off on what's happening.

I suggest these if you haven't already seen them?
-Stein's Gate, is very lovable mysterious story about a time traveling mad scientist, each character basically gets a part to themselves.
-Deadman Wonderland, an exciting series with mild gore, the characters are wonderfully done too.

I also don't mind ecchi as long as it's not like the focal point of the entire thing.

if you want a slow relaxed anime try Mushishi it's good for an intriguing anime (lol I guess Time covered it)

I mean, I don't really know what to recommend you to watch, but I do recommend using MAL to compile whatever you watched.

Yeah I looked into Stein's;Gate and it's first on my "to watch list" now. I didn't expect this many recommendations and for all of them to be so good!
