Just wondering, but is windmill useful at all on an elf? So far I mainly use ranged and I am thinking of raising combat mastery for the hp, but I've heard windmill becomes difficult to train past rank D combat mastery, which is what I'm at right now.@_@

Windmill is fun.
Its also useful as a good back up. Windarchering is a useful technique of Archering and using windmill.

Well, WM does give Will, so even if you don't use it, the extra crit will benefit your archery. WM is useful though, even for an elf. Its good for keeping away a monster when your shots miss, and an easy spammable move that can win any 1v1 if you don't horribly lag spike or run out of stam.

Guess I'll train it then. Any suggested level to get before raising combat mastery? =x

Having it at r1 will help more than not having it at r1 because the potential to use it is there. However, you may or may not even use it even when you have r1 windmill though.

Rank 1. Rank 5 if you decide not to train it to 1.
I've heard windmill becomes difficult to train past rank D combat mastery,
This is not true. I'm training WM perfectly fine with rank B CM. Just don't let your CP get too high.

Combat Power.
The more skills you rank, the more you have.
The more you have, enemies turn from Boss > Weakest.
Which in turn, makes it hard to rank other skills.

Hope mine isn't high already then. Already rank B in sharp mind, D in crit hit, and I've trained a lot of others a bit too. >.< (though apart from Ranged and combat mastery, the others are all rank E or under) >>

It should not be too bad...
What's your total level and skill ranks?
It sounds like you didn't start too long ago, so start training refine and wm...

You'll be fine. You can use
this CP calculator if you're wondering what your CP is.
Here's a nice WM training guide.
