I don't think this is a bug or glitch, I think it's intended aggro mechanics.
Think of it like this:
Aggro priority for bandits within the CP threshold:
-1: Crisis
0: Robbing goods
1: Attacking the player
2: No aggro
By default: No mobs will be affected by the crisis effect. 2 mobs will instantly start at 0 priority, and when the player moves (IE: The conditions have been fulfilled for the aggro) 2 mobs go into 1 priority.
When you crisis everything but 1 mob:
All mobs affected by crisis go to crisis' -1 priority state. The remaning mob(s) then go to the next lowest priority. For example: Miss one bandit, it will start stealing goods. Miss 2 bandits, they'll both start stealing goods. Miss 3 bandits, 2 will start stealing goods and 1 will aggro you (the requirements for the 0 stage have been all filled, so they go to the next lowest priority.) Miss 5, 2 will start stealing, 2 will aggro you, and 1 will stand there acting like a derp. You see what I mean.
When you desummon your puppet, aggro resets. IE: Everything goes to the highest aggro priority. In this case, everything gets off you (except if a mob is already on you? I don't miss with crisis much so haven't bothered to observe). Then the aggro conditions go back to normal once the conditions have been fufilled (eg: time after ambush/crisis, mobs go to 0 priority, when you move, mobs go to 1 priority, etc.)
That's just what i've noticed. It seems to work like that in sulfer spider where the aggro is something like this:
-1: Crisis
0: fuck you in the butt
As soon as you desummon your puppet after a crisis, they go back to fucking you in the butt immediately. Happened in my elite run earlier. Pretty abusable with 2 people crisising.
tl;dr or if that didn't make sense (which it probably didn't): It's supposed to work that way
EDIT: got an ambush shortly after this post and missed 3 with crisis and it worked exactly like that, affected aggroed the puppet, 1 aggrod me, 2 aggrod my mount. after releasing crisis and moving one additional mob filled up the missing aggro state and the rest derped
