Unless you are a mod, you have no power to chastise, punish or otherwise pretend to control another user in any fashion, the most you can do is make a bigger mess.
Your responsibility as a user who feels abused, or that somoene else is being abused, in some way is to use the report feature and leave it alone (as in stay out of it, even if it was directed at you). If someone is in fact breaking a rule and behaving abusively it's the moderators who are responsible for and capable of dealing with the situation, not idiots who think they're some sort of verbal vigilantes who can magically make people respect them by being equally asinine online.

It works perfectly well in forums with competent moderation, there's no reason it wouldn't also work here based on #5.

Letting people prance around doesn't make a right either. But it's okay for them...seems legit.
Usage of this forum is a service, the providers of that service and their representatives have sole discretion for determining what is or is not "right", here, and everyone making use of that service is obligated to those standards, regardless of their own personal feelings or values.
If prancing, as you put it, isn't a crime, then it doesn't require any special privilege to do so and there is no double standard in allowing people to do it.
Flaming/Insults/trolling is a crime, so allowing retaliatory behavior of the same caliber would most definitely be a double standard, since anyone who felt offended by anything anyone said could claim that they were justified in acting equally inappropriately.
