  The Gachapon which included Merlin knuckles came out in the second diva update in Korea, the one with new instruments. Also coming out in that gachapon were the god shoulder accessories and the Diva wig.

  Aside from events and order of update content, in general NA will receive the major update to KR (such as new skills, generational storyline, etc.)
  
  However in order they implement, what gacha, or what event or pet is NA's sole decision. However in general, they will follow a pre-determined content update that usually all servers will follow.
  
  I.E. They won't implement g10 before implementing g9 (they can't go from g8 to g10 without doing g9) but how much or how fast of a content they go from g8 to g9 to g10 (they can split or, merge it, or etc.) is up to the. They are also at liberty to take small changes in future updates to an early content. (Example: There is a nice feature in g10, they choose to update it early in g9, as oppose to making players wait for g10 to get it).
  
  However in general, they are pretty faithful to what gets put in.

  Not all content from NA mabi is strictly overseas, such as our rewards system for both the saga, and the existence of the adventure seal shop and adventure seals (and some daily quests). There are some things that are different in NA than other servers or they don't have it at all, but not many.
  
  There has been two cases where Kenero posted a petition on the nexon forums and they gave in and released it, but we don't know if the petition actually helped or it was a coincidence because they were going to release it anyways. Although now, petitions are no longer allowed on the nexon forums.
  
  You COULD send a ticket under suggestion to Nexon, but I have little to no hope that will ever reach Korea (because Korea has to make stuff for all servers, including exclusives).
  
  The Korean test team does hold a suggestion thread every few months, where you could write up to three detailed ideas, and in the end we narrow it down to what we consider the ten best ideas and put a suggestion ticket under KOREAN Nexon, though we only had one so far and none are currently running. It's a nice idea, not everyone can access a Korean Nexon Account so it's nice to give NA Mabinogi players a chance to have their ideas heard.

However I can't seem to find any information on which talent that is or when it happens in the scheme of KR updates, or anything like that. So I don't understand what's going on. Can anyone help?

  There is supposedly something planned, but no update as of yet has added them, and no idea if it was scrapped if it ever was planned.

  The different dye spots and order. I am not sure which is metal and which is cloth, but it should have a combination of both Metal and Cloth (unsure if Cloth is Leather). And one of the dyespots also determines the color of the Uroboroi in Hydra Transmutation. The wood on the regular one corresponds to dyespot 4, meaning it should be undyable but could possibly come in different colors.
  
  Edit: Tropa says 1 and 2 for Rebis is Metal, and 3 is cloth. 3 is the red in this picture.

  To update on that, the red part (part three) for the Rebis is cloth and is the underbelly of the Uroboroi. The white part is the outer color.
