  Try firing IS against the boss wave of NPC or against a grim reaper.
  "Cannot use against this target"
  
  Certain healers in NPC too cannot be targetted either.
  
  And frozen blast is a max 1 minute with elemental wave taking longer to rearm and such.
  Frozen blast was such a trash skill, now it will be useful again.
  
  Like it once was before all these high CP enemies.
  
  Pretty much anything boss tagged you cant freeze, with certain exceptions i think. I havent used alchemy in a long time, since before they changed the basilisk to be immune to frozen blast.
  So i don't know what tags the enemy must have, might be the same tag used for IS

  Frozen blast is pretty balanced now, was balanced before, but with an antiquated restriction, it dropped to uselessness thanks to elite missions.

  x.x didn't seem too long to me in that video. even without any special equipment and just a cylinder I can already do 35 seconds, which is just about the same time taken for the guy in the video to reload a e-wave.
  
  So far the only monsters I recall that such a msg appeared for frozen blast are either field bosses and the basalisk in TOA. The rest I could use on and it's all down to the cp limit. I wouldn't mind 100% freeze rate, but it would be overpowered if waved freeze had no cp limit imo.

  Considering you have to have a cylinder and a guard cylider for this to occur... I think it is balanced rather nicely.

  Frozen blast was already a GG if it hit.
  
  Especially against ghasts in peaca int.

  Its going to be alot of fun pairing shock with elemental wave enchanced skills and hydra . Ill have more flexibility in npc tournaments .
