  As a tank at lower levels that's not necessarily true. You'l want to be constantly geared up to the highest level gear you have, since at low levels you'll have a hard time holding enmity(aggro) on enemies in your first few dungeon romps due to tanks not having their high enmity skills yet. At the very least, always update your weapon.
  
  The first dungeon is Satasha, at minimum level 15(You'll probably be higher level because of the boosted EXP via MSQ(Main Story Quests)). I'd recommend heading to Aleport and stocking up on tank gear there before you go in. Also, make sure you've kept up with your Gladiator class quests; you'll get Shield Lob at level 15 which is very useful for grabbing stray enemies that have dropped aggro on you, and for opening against groups.

  Going to agree with this, when I leveled my Paladin I found at low levels the weapon being updated made a huge difference especially before u get Rage of Halone. If you have limited funds you should always prioritize the weapon and try to get the HQ version if you can so that you will have a slightly easier time keeping aggro at lower levels.
  
  Also a side note that 90% of tanks dont know to do for aoe pulls for some reason, spam the fk out of Flash until ur out of mp and then spam Riot Blade to get more mp and then do more Flash or people will most likely pull off you unless they are just bad. You will get a feel for when you can stop spamming flash after a while but your job as a tank is to secure aggro first, mitigate damage 2nd, and deal damage 3rd.

  It's up to you whether how much you want to gear up but yeah, the sword is really your main focus.
  
  As far as combos go before you get your rage of halone, you can simply just spam flash and then cycle between riot blade and flash once your mp runs low. Ofc how much you need to use flash in your opening depends on how strong your weapon is and your rate of pulling.
