There is no "Bean Rua" or "General discussion" it's splat's day-care topic, where 90% of all threads are either his or hannahs, and if you're the odd person to post there, good luck having your thread not derailed or killed by splat.

It's funny how a lot of people that complain about something never actually report it.
As stated before, Bean Rua is allowed to have double-posts in it so long as it doesn't get out of hand. We'd only ever warn/infract people for that if we've asked them to stop and they refuse to.
Spam in Rua is largely debatable. Since it is for topics that wouldn't even go anywhere else, what constitutes a topic there can be pretty loose. However, I'm looking at Splat's threads and they all at least have a point related to them. People have posted worse and no one complains about
them. If anything can be called Spam it's the amount of threads, and as for that, there's a certain per-day limit that he keeps to, and if he doesn't, we tell him.
I see no reports about anything NSFW/disturbing that Splat has posted, from you
or anyone else, and people tend to be quick about reporting something like that. There was an incident a while ago, but if there's more of that, no one is seeing it.
Contrary to what you may think, Splat
does get infracted for any actual Spam. You wouldn't know because:
1. It's on the back end of things so anything that is considered against the rules is dealt with in a way that people can't see
2. Because you yourself aren't reporting said spam you wouldn't even be someone getting feedback from us letting you know we've done it in the first place.
