This is the first mabinogi guide I have ever written, so go easy on me. ^^ If you want to suggest something, I would be glad to add it to the guide. Also, tell me of any errors you may see.

I. Windmill Basics
What is windmill? Well, it is, simply the best melee skill in the game, in my opinion. Its good for any situation; multi-aggros can be dealt with easily, and orb rooms can be dealt with even easier. It is also the only skill that can kill certain enemies (such as zombies). It can also be used against slower enemies repeatedly without any consequences. It is quite easy to beat Rabbie Normal and Basic skeletons just by spamming windmill. It it also powerful, in damage. An N+Windmill is pretty much the strongest melee combo in the game, doing 450% damage at rank 1 (except from Rank 1 Smash, which does 500%). It can also be used for archers very well. How? Well, if you miss a shot, you're screwed... unless you have windmill. It loads fast, does a lot of damage, and is great almost anywhere! No mabinogi player should miss out on such a great skill!
II. Why rank windmill first?
There is a reason why windmill is almost always ranked first for most experienced players. The reason is that it gets extremely hard to rank it with a high CP. (If you dont know what CP is, check it out on a wiki) In fact, it could take years to rank if you wait to long. It also gives a lot of Strength and Will that really helps out later on. If you are still skeptical, see the requirements for Rank 1:

Basically, you must kill 2000 boss-level monsters to get rank 1! If your CP is too high, this may mean 2000 Ceo Island golems! Luckily, the zombies at Tir Na Nog are easy and efficient to kill (even dropping enough money to buy stamina potions and make a profit too! If they drop to 'Awful' training windmill becomes pretty much impossible. This is why you must rank it first. (However, some say you can get Combat Mastery to D and Critical Hit to 9, but its your choice)
III. The requirements!
Rank F - 100% damage
Attack any monster (20 times)
Kill any monster (10 times)
Counter using Windmill (2 times)
Attack multiple monsters . (1 time)

Pretty much doing anything can get you to rank E :P I recommend brown foxes.
Rank E - 110% damage
Attack any monster (30 times)
Kill any monster (20 times)
Attack a same level monster (20 times)
Kill a same level monster (10 times)
Kill a strong monster. (5 times)
Counter using Windmill (2 times)
Attack multiple same level monsters . (1 time)
Kill multiple same level monsters (1 times)
I would stick with same level kills, that and multiple hits/kills should be enough. Again, use foxes.
Rank D - 120% damage
Attack any monster (30 times)

I recommend for this rank you should move to Rabbie normal. At your current CP, skeletons and skeleton wolves should be 'Boss' to you.
Rank 7 - 180% damage
Kill a same level moster (2000 times)

Kill a boss monster. (200 times)
Attack multiple strong monsters . (4 times)

If your like me, Skeletons should still be 'Boss' to you. If not, go to floor two and kill red skeletons or maybe you can try Ciar Basic (if your good enough).
Rank 6 - 190% damage

Attack multiple strong monsters . (10 times)

Red Skeletons remain a great option here. You can also go to TNN (Tir Na Nog) if you want to.
Rank 5 - 200% damage, Range increase

At this point, I would definetely go to Tir Na Nog. 450 zombies and multiple hits/kills will get you to rank 4. The money you get from the zombies drops will be enough to spam Stamina 30s and still make a profit.
Rank 4 - 210% damage

Kill an awful monster. (3000 times)
Kill a boss monster. (450 times)
Attack multiple strong monsters . (40 times)

This rank is considered by many to be the hardest rank. I dont think so, however. After killing zombies at TNN, move on to Math Normal and kill Kobolds there for Strong kills. You need 3000 Kobold kills, and for the 100 Awful kills left, you can go to Rabbie Normal.
Rank 3 - 220% damage
Kill a strong monster. (3000 times)

Kill a boss monster. (1500 times)
Attack multiple strong monsters . (40 times)

An easier rank than 4. Kill the 1500 zombies (wow) and once again return to Math Normal for rank 2. If Kobolds arent strong, go to Longa Desert ruins.
Rank 2 - 230% damage
Kill a strong monster. (4800 times)

Kill a boss monster. (2000 times)
Attack multiple strong monsters . (48 times)

In my opinion, the worst (and final) rank. Why? 2000 zombies. Anyway after the zombies, go to Longa Desert Ruins and finish off the final 1600 strong kills. You may even be able to remain at Kobolds (like me) after a rebirth. With multiple hits/kills, you can get rank 1!

Congrats! You made it to rank 1! Any requirements listed under Rank 1 are for the master title. However, I recommend you don't get it, it is hard and gives a terrible title (-10 Str). Here are the training places for Rank 3-1:
Boss - Zombies, Ceo Island Golems, Ciar Adv,
Awful - Rabbie Floors 2 and 3 (red, metal skeletons)
Strong - Ciar Basic, Longa Desert Ruins (recommended), Their Method (Even more recommended!)
IV. How to get to TNN!
Getting to TNN is actually pretty easy. After beating/skipping G1, talk to Kristell (Dunbarton Church) with any non-succubus slayer title (bear and golem). She will give you a pass that, when dropped on Barri dungeon on a Saturday will bring you to a fairly easy dungeon. Upon defeating it, you may enter TNN. You may think it is hard to return (for repairs, money, etc) but its really not. Simply bring housing fliers and use those to return to TNN whenever you want! Just make sure not to lose the return flier no matter what.
V. Oh no! My CP is too high!
If your CP is too high, and zombies arent 'Boss' anymore, dont fret! There are ways to get around it! There are some enchants that lower CP! Keep in mind these can be extremely expensive (maybe over a million gold). Here they are:
Difficult: -100 CP
Damaging: -100 CP
Handicapping: -100 CP
Marble: -500 CP
Racoon Cub: -1000 CP
Inconvenient: -100 CP
Uncomfortable: -100 CP
Abysmal -500 CP
Jackal -500 CP
Arc Lich -250 CP
VI. Weapons and Upgrades
By upgrading the right weapons, you can do higher, steadier damage. There is one weapon that I can recommend more than any- the gladius. A good gladius can be many different things, a 195, 255, 225, 230, or a 260. Too poor to buy a fully upgraded gladius? Then use a min>max broadsword! This way, for almost no cost, you can always deal the same damage and keep durability. Dual 90 broadswords will do this and only cost 25k!
VI. Tips
1. First do boss kills, then multiple hits/kills!
2. Use switch rooms for multiple hits/kills requirements!
3. Hold Alt to see enemy CP level!
4. Make a party set to 'Anyone's Finish' and windmill them at your leisure after killing them!
5. Use your pet!
6. Dual wield for maximum damage!
7. Stay in deadly mode (and dont get hit) for money and time saving!
8. Giants requirements are 2-3x easier. If you are lazy, be a giant!
9. Titles/Enchants dont raise CP!
12. When doing multiple hits/kills only one of the 4 needed has to be strong! In other words, you can WM 1 strong and
3 weakest if you want to!
10. Take your time! Do 300-600 kills a day and you'll be done in no time!
11. Use upgraded dual gladiuses for maximum damage output!
12. You can make a ton of money from zombies and kobolds and tara shadow missions!
11. Most of all, have fun! Take breaks, and don't be hard on yourself!
