Perhaps Merlin did it, seeing as how the Eweca/Palala spheres are next to the gates.

There wasn't much lore as to why they were 12/7.

The moon doesn't go away after 6am. It's still there. Maybe the stones on either side allow for more moon sucking power during the day.

No one even knows what Mana Tunnels are.

After research condone by Shyllen Magic and how it stores the mana of others inside, the elves shared this knowledge with the Ailech Kingdom. With the newfound knowledge the Ailech built many moongates to ease travel while using crystallized shyllen that would gather particles of Eweca's mana at night and then experse the collected power during day. Allowing recharging at night and then expelling during the day.

After the elves and giants notice how they use the knowledge, they applied it with their own their mana tunnels.

The newly reconstructed moongates are nothing like the original moongates, which was made during Jak's failed method of bringing down the moon, but rather it is a large Shyllen Crystal that is an imitation of the original moongates, but works just as well.
