That defines the theory. Apply it to the current situation and demonstrate your claimed imbalance. It should be easy enough to express in basic math. Did something in this event increase the ratio between PvE or PvP to a significantly measurable degree somewhere?
If the PvE ratio of a game is 1:6 in terms of mobs vs players strengths and scope creep ups that to 1:3 it's created less imbalance, not more.

In these cases balancing is instead the management of unfair scenarios, with the ultimate goal of ensuring that all of the strategies which the game intends to support are viable. The extent to which those strategies are equal to one another defines the character of the game in question.
Unless you're saying things in Mabi were completely impossible/unfeasible, then that 1:6 is perfectly balanced. So like Peaca Inter when it was released.
