I never see people actually dueling at all on mari anymore. It's pretty much dead.
Honestly as far as I'm concerned, if you have to say "no <this>" for your pvp in a game, said pvp pretty much means absolutely nothing.

I'm not sure what that means; are you saying that if you have to explicitly state restrictions that are otherwise self-explanatory, it's a hopeless duel to have anyway, or are you saying PvP is pointless if you make restrictions?

back then there were only a few player set skill restrictions on pvp.. now there's like a whole list of things like no frozen blast, no ms, no mm, no dischord, no guns, no puppet snare, no IS, no cc +4 etc. etc.
pvp just dumb nowadays zzz
if you have to set THAT many restrictions for pvp it just becomes really arbitrary and pointless

anyone who's ever "cheated" in a game before should know how unfun it is. sure, you can "use all of your arsenal", make it extremely difficult for the other person to win, and get your +1 pvp win for the day (yay!!!!!). but at the end of the day, using an unbelievably cheap tactic like frozen blast and dischording your enemy to death is extremely boring. restricting yourself from that sorta crap makes things more interesting. why not try challenging yourself?

FIRST OF ALLL.
dischord, guns, and puppet skills weren't disallowed in the day for obvious reasons (theydidntexistyet). it's not the pvpers fault nexon keeps coming out with skills that don't mix well with PVP.
Ice Spear, Frozen Blast, MS and MM have always been disallowed as far as i know

If you want to discuss rules, you talk to the person you are dueling before you start about skills that are acceptable.
That's it.
And if he decides to screw you over, then don't duel with them a second time, especially for "revenge".

Except in order to win in a duel, you have to keep your opponent from attacking through a series of combos. I haven't seen a duel where an opponent purposely pause to let the other person do their combo.
I have been in duels where people call me cheating for using tumble to prevent their melee combos.

...So? If you were going to use cheap tactics such as stated above, you'd have to
SUCCESSFULLY avoid every attack, which is near impossible. Especially if you're using something like MM.

I'm just saying, there are MMOs and competitive PvP games out there where you simply use your character to play and you don't have to worry about some sort of special rule-set that people will get angry at you for breaking. THAT is real PvP. As soon as we have to start making player-governed rule sets to bypass things SOME people consider "cheap" the experience is much less invigorating and satisfying.
You don't see big-time games like League of Legends, World of Warcraft, Smite, Hearthstone, or Starcraft coming up with magical special rules (or if they do, it's on a very small scale) that totally fundamentally skip entire skill-sets or races or what-have-you just to maintain some sort of balance and fairness in PvP.
PvP used to mean something in this game, now it doesn't, and that is fine. It is a PvE game with PvP fluff, always has been and always will be. Personally I would like to see Guild battle mean something more since there is such a large amount of people involved that one-on-one balance doesn't mean as much.

Actually, it is no difference if someone has a slightly less lag over you. You won't get anything off at all.
Even the days before all these new skills came out, dueling is about using combos that completely shuts out the opponent.
Although, if you are doing pvp at 100%, the skills matters even less, and it is all about hitting first.
