You don't necessarily need punishment in the classical sense, but you certainly need consequence. You don't need to beat someone for breaking a toy, you can just refuse to buy them new ones in the future. Or maybe your kid just gets one nice thing instead of anything he wants.
The worst punishment my nephew has ever recieved in his lifetime was having to stay in his room. Aside of being extremely active to the point of tiring out everyone else and being awfully inquisitive in the annoying way kids are, it's very hard to find a fault in him. In fact you're more likely to be annoyed because he reeeeaaally wants to help out with stuff even where it's impractical than by him doing anything bad.

It was a map of a game, the boy understood that it wasn't really worth a lot and might have felt too fearful about revealing he is a serious GTA player at his age, and so he thought "it's just a little steal", he might even have felt bad about it - he gave it back after all. I stole a Playboy magazine once when I was 14. And I didn't give it back either. It isn't good, but it doesn't warrant anything more than a stern talking to.

Same with my niece. It's fucking annoying, fucking everything makes her cry. Once in a while my brother manages to be consequent and angry at her, but it's the absolute exception.
