Freedom can also mean the state of being autonomous and independent. I.e. not having others being able to tell you waht to do. That is not the same as being able to treat others in any way you want. Arguably this is the original kind of freedom people fought for, and I would argue an at lesat just as important one. Freedom means being your own master. Not anybody else's master.
Otherwise it would be turned ad absurdum - thought to its logical end it would mean that any society in any constellation is sufficiently free, because it is always shaped by the power proportions between different people vying for control over who can do the most stuff they want do. A society where I am able to send my lackeys taking money and the prettiest daughters from the townsmen around me, killing everyone who opposes them, is pefectly free according to that interpretation, and then so certainly is the sprawling bureaucracy of modern democracies. You might as well not advocate freedom at all, because it takes care of itself perfectly. There is always absolute freedom. You can always do whatever you want, only restricted by the power of others or the lack of natural/technological ressources.
Does access to ressources determine the degree of freedom?

I think that is usually only there as a disclaimer, for example if a customer went nuts inside your store, and you wanted them to leave... Or maybe someone who is the stalker/harasser of the worker came by... I would think the employer informs the employees that they should only use it if it's absolutely necessary, and it's not meant to be used to discriminate anyone by their religion/race/belief/etc, just those who misbehave or make people feel uncomfortable.

Idaho's would also allow doctors and teachers to turn away gay patients and students, and Mississippi's would allow outright ignoring of the civil rights act allowing people to be hired/fired based on religion and sexuality. All three have been approved by their various state legislatures last I heard.

America... why you so backward? This kind of thing should be inconceivable in this day and age. Why is America regressing culturally? That's what I want to know.

Circlejerking in gay rights communities is actually dampening your senses to reality. These states have always been anti-gay and we've actually been
progressing at a rate that makes most anti-gay voters can no longer contest.
"In this day and age", a majority of first world countries still mistreat gay individuals, and most third world countries outright jail or kill them. That's the world we live in.
I'm not saying we're at a good spot as a whole, but comparatively... we're at a pretty good spot.
