I half agree with that; if you are in optimal and somewhat dimly lit room then it would look good, but it absolutely kills the immersion when you are struggling to make out what anything is on the screen because of a little ambient lighting.
Generally I find that it makes things that are normally kind of plastic looking such as grass or certain clothing, look rather more realistic and detailed. However when I go into a certain dungeons, the shadow realm, or more dimly lit areas, I tend to find that the shader makes things overly-gritty and bruding, which I find makes the game look cheap. Also I tend to get a slightly yellow-sepia tone from the shadow that makes certain things look funny. I cannot really say whether it is better on or off though.
