  KR never did it before either, everything needs to start somewhere. There's no reason why NA wouldn't do this and KR is the only one that would. In fact, even if we don't get this particular event it is entirely possible they'll do this to future events.
  
  One argument as to why NA wouldn't do it is because NA uses premium cards rather than bags, but there have been premium cards in the past that gave non-equipment items. It is entirely possible they'll give the coupon/bag in that method rather than immediately worn when reborn.

Nobody is, you are not, entitled to any event, update, or any form of content. If something is not released, it is not released.   The SAO Outfits are not race restricted. They are gender restricted however.
