The problem isn't what the person identifies, or doesn't identify as, with their gender. The problem is the case of possibly being unable to identify the person with their ID considering they like to change their appearance. How drastically the person changes their appearance is unknown to me as I really don't care enough about this to look into it more.

they're saying since he's "male" he shouldnt wear makeup since it's for "females" bc it'd be hard to identify
then again it's makeup, most people can keep up with it daily

What you're forgetting, is that even though he apparently wants to be a girl, he hasn't bothered going through the process of filling out the paperwork to be recognized as female by the state, and until he does he will be treated like a boy, meaning that he is not allowed to wear identity-disguising makeup in a government issued identification card. If he really cared that much he would file the paperwork, then they couldn't do anything about it.
"A majority of states permit the name and sex to be changed on a birth certificate, either through amending the existing birth certificate or by issuing a new one." That's literally all he has to do. Get a new birth certificate with the gender changed to female(Provided he can prove he's actually taking steps to become female). Then he can wear makeup in all the government facilities he wants.

If you are wearing that much makeup they will remove it to get a clear identification. That's why the ID shouldn't have tons of makeup on.
