If a woman was wearing enough makeup to look like a man they would, just like they are asking the man wearing enough to look like a woman to. Several people already said they know women who have, or have themselves been, asked to remove makeup for an official picture.

I think if it doesn't really alter the face too much(like blush and lipgloss) it would be fine. I guess eye make up makes sense though.

Because they shouldn't have to change the entire system for one whiny person that doesn't want to follow the rules.
Hell, the DMV doesn't even allow you to wear a hat in your photo, much less gender-changing amounts of makeup.

Well clearly they're not gonna look like the person that they appear to be in their ID. :L
And also, it's just one license. That's it. Sometimes there should be exceptions.
That said, however, she should go through with changing her legal gender.

It's not "just one license" because when you make an exception for one person, you set a precedent and then everyone will want exceptions. Then you'll have people going in dressed as juggalos with the excuse "You let that other guy do it." and then if they say no they'll get The Terrible Music And Bad Taste Association to sue the DMV for the right to get your photo taken like that, then they'll just "make an exception" for them too. Next the furries will want their ID photos in full fur suits. "Well, you let those two do it." Here comes the Furry Freedom Fighters with another law suit!
